First you have to have Unreal Tournament 99 OS X (PPC) on your PPC Mac, since Tactical Ops is an Unreal Tournament Mod.

(Make sure you download “Unreal Tournament OS X (PPC)” and not “Unreal Gold OS X (PPC)”)
Then, go ahead and download Tactical Ops here: http://macintoshgarden.org/sites/macintoshgarden.org/files/games/TacticalOps_2.2.0_Full.zip
Just download and open the Tactical Ops Disk Image and copy all the Files into your Unreal Tournament Main Folder.
After you’ve copied all the Tactical Ops files into the UT Folder, go to the “Help” Folder and unzip the Tactical Ops Launcher .sit File (do not know the exact Filename but it should be called Tactical Ops something Launcher).
Then move the unzipped new Tactical Ops Launcher (because usually the Launcher that comes with Tactical Ops is only for the Classic Environment / Mac OS 9 Systems and cannot be used with OS X) into your Unreal Tournament Main Folder.

Start the Tactical Ops Launcher, select the Unreal Tournament Launcher in the Window that pops up and confirm it.
